On Threads, a post circulated that Taiwan's special fire rescue team had prepared to deploy to Kumamoto.
In the photograph, team members stand with their equipment arranged and rescue dogs beside them.
They have not yet arrived on site.
They are not in the middle of rescue work.
What is shown is a quiet lineup before departure.
Disaster aid has visible moments.
Pulling someone from rubble. Supplies arriving. Hands held in the affected area.
Yet before that comes preparation.
Packing equipment into bags. Bringing the dogs. Reaching a state where movement is possible. Building a posture that allows immediate action if requested.
This photograph shows rescue that has not yet begun.
Cross-border support is not abstract friendship.
There are people in uniform. Rescue dogs. Luggage. Vehicles for movement.
A disaster in a distant place becomes deployment preparation for someone else.
People who usually live as separate societies can, in disaster, briefly appear as neighbors.
Rescue does not begin only after arrival on site.
From the moment someone arranges equipment and becomes ready to move, it has already begun.

国境を越える支援は、抽象的な友好ではない。
制服を着た人がいる。
救助犬がいる。
荷物がある。
移動のための車両がある。
遠い場所の災害が、誰かにとっては出動準備になる。
ふだんは別々の社会として暮らしている人たちが、災害のときだけ、隣人として見えることがある。
救助は、現場に着いてから始まるのではない。
誰かが装備を整え、移動できる状態になった瞬間から、すでに始まっている。
